2nd is feeling up the shirt
3rd is feeling down the pants/skirt

is this correct?
Is there a good way to ask a girl if she wants to go to 2nd? I have only been to first.
If she says yes, any tips or techniques you lovely ladies/guys could suggest?

There's no 'good way' to sugar coat "Can I touch your boobs?". The best advice I can give is just go for the gold, slowly up her shirt... give her time to stop you. If she doesn't, play ball. Be gentle!

the one thing that i could suggest is that next time your passionately kissing, just have Ur hands just on the side of her waist, and then just slowly move them up and down. when u go higher, just ask her if this OK. if she feels uncomfortable, she should tell you. good luck!
