It will depend upon battery technology.. smaller more powerful, longer lasting and affordable batteries are needed. Also electric cars need to be able to travel over longer distance's and have a faster recharge..
I think we may not even see it happen.. other fuel sources will become available well before electric cars are mastered... but to answer your question we could be 20 years away from seeing a real useable electric car....

Probably never, unless some new kind of battery or super capacitor is invented to store far more electric energy than can be done now. In the early 1900s electric cars were extremely popular, but gasoline cars took over the market.
