That's pretty much impossible - you can't only loose weight in one part of your body and you can't loose weight fast, either.
Pretty much the only way to loose weight is to go on a healthy diet and excersise enough. You can check health articles about dieting online, but try to avoid any sites with lots of ads or advertisements for "miracle diet pills" because those just don't work! Try to get invovled in lots of sports, and like other people have said, sit ups are good too, along with push ups. Go out and take a twenty-minute run a few times a week too. Just try to burn more calories and fat then you eat each day.
For dieting, you don't nessicarily have to eat less, just eat healthier. Avoid candy and sugary stuff, and stick to fruits, vegetables, yogurt, etc. (You can read up on what foods are healthier to eat and what foods to stay away from). And drink lots of water - a good tip I've been told is when you get hungry, drink a glass or two of water first and then see if you're still hungry. People tend to mistake thirst for hunger.
I've also heard - but I'm not sure about this - is that green tea is supposed to help burn carbs a little bit, so some people say drinking a cup a day will help you loose weight. But I haven't tried that, so you may want to look that up and make sure it's true before you try it.

I dont think there is a way without doing surgery or something like that. Do lots of sit ups and cardio. You might loose some up top too, sad to say

Sorry, you can't control where you'll loose weight first. That is pretty much genetically controlled.
You can make one area seem firmer by improving muscle tone through exercise.
