I really don't think so, it's a self-conscious thing.

meditate on a thing that you are interested in also your sleep cycle could be deeper because you need more rest and so you go deeper into sleep and arent in r.e.m sleep as long so slow down a little an hour or so before bed and eat turkey in some form for the tryptophane and or drink a little glass of milk or icecream and then meditate on the things that you want to dream on and then relax each muscle individualy until the sleep come naturally and rest and when the dreams come write them down in the morning and think them through at night before sleep

There is supposed to be something called 'lucid dreaming' where we are in control of our dreams. It only happens to me very rarely, when I realize Hey this is a dream! and I don't wake up but am able to control things the way I want in the dream. Try searching on lucid dreaming, you might find what you are looking for.

This is a loaded question. The answer is no. you can not make yourself have dreams. However, there is a large variety of methods to sleeping, that are more likely to induce sleep with dreams.
The first is to ritualize bed time. I would suggest taking a hot shower. Heat will help relax and tone down your muscles. Strangely brushing your teeth before bed is extremely helpful. it seems odd, but the tastes that remain in our mouths can often keep us awake. Do something relaxing. watching TV is a poor choice. most think that the annoying paid programming messages will lull us to bed. that is a myth. I personally drink Valerian root tea before i sleep every single night. I would only suggest a glass of milk as some people are allergic to valerian root or have drug interactions with other medications.
Another thing, nobody wants to hear, but its true. Make your bed. Having the covers evenly across your body will reduce the time you take fighting to make it comfertable.
Second part but just as important, waking up! ritualize waking up. If your used to taking a shower in the morning do so. im sure no one in your household will complain about you taking 2 showers a day. Once your out of the shower and dry, stretch a bit. This will reduce the stress your body takes during the day and make it easier to sleep at night. Stretching is nothing fancy, just reach up and stretch to your tippy toes. then try to touch your toes. bend around. Kind of like warming up for gym.
My final bit of advice. There are many habits people have that make sleeping a lot harder. To make this easy im going to make a list:
1.)NO coffee. I used to drink 2 full glasses of turkish coffee a day. The amount of caffiene from a normal cup of coffee is already about 4 times more then a doctor will recommend. It will tense your muscles, and makes you easier to irratate.
2.) no caffiene or high sugar drinks. Athletes are a little exception, but not even they like caffiene. its horrible for your body, and imho a likely cuase of heart attacks and other heart conditions.
3.) daily activities. You need something to remove the sugars and energy you gather from eating. It is a bit of a lost cuase becuase many activities are as simple as pushing buttons. Im not saying do something crazy like climb cliffs (a fav of mine) but just a normal sport activity for at least 45 minutes. This can be as laid back as golfing without a cart. or if you like a challenge go kayaking, play tennis, hold a basketball game with friends and family. whatever it takes to get your body in motion for 45 minutes.
Last but not least, if you think you may be experiencing a sleep disorder ( I have insomnia) consult a doctor. Or even just general sleeping trouble. often doctors are smart people and can inform you what to change in your habits to get the best sleep for you.
pleasant dreams,
Silence
