As far as I know, a portable DVD player does not have a video input, so some of the above answers may be bogus.
You need to upload the video on your mini-DV camcorder to a DVD burner of some sort. Burn a DVD, then stick it in your portable DVD player.

You can copy the mini-dv to a regular cd on your PC, if the DVD tray on your PC has an inner circle that fits the mini-dv. It works on my 4-year-old HP PC.

You will have to use an S-Video cable or a composite video cable from your camcorder to your DVD player. If you don't know much about it, and don't mind paying out your ***, RadioShack should be able to hook you up as long you bring your DVD player and camcorder.
