Because they'll overcook. No one says you have to wait but it's normally done this way because 'good' pasta is supposed to have a bite to it. Another reason it's not supposed to be overcooked is because the noodles would break down in the sauce if you happened to serve it with one. The sauce wouldn't coat it because it's already waterlogged and would make for a frustrating meal to eat.

so the noodles don't get sticky and over cooked. The process is much more easier when the water is already boiling and the noodles come out better and not mushy.

I am not sure if it is true or not but I have been told that it helps speed the process of warming the noodles without allowing them to soak up too much of the water and become soggy.

the boiling water moves the pasta around enough to keep it from sticking. olive oil or any other oil will do the same, just put a few teaspoons in the pot with the water.

so you don't have soggy noodles. also the noodles won't cook as fast because they won't warm up as fast as the water.
