Probably your best bet is to give them a gift card from a good camera store and let them decide for themselves. Most of the cameras on the market are user friendly, take good quality shots, and are a decent deal for the money.

I would say ask the Grad what kind of features he/she would expect to have in a camera. You can go to several websites such as:
http://shopping.yahoo.com/
http://shopper.cnet.com/
http://www.nextag.com/
http://www.bizrate.com/
http://www.pricegrabber.com/
http://www.smarter.com/
http://www.shopzilla.com/
If not all of them, most of them I believe will have a review section of the particular store that has the best deal for the camera you want. The review portion of the site will tell have comments left by consumers who bought products from that store. With one of these deals you are bound to get something your grad will like for the right price.
I remember when I was buying a web cam I got a great deal on a Logitech Quickcam (at the time the best camera on the market). After the mail-in rebates I paid about $60 for what would've cost me over $100.00 in the store.
Just be sure before you buy you read and understand the fine print. Some stores don't have a return policy while others of course charge you a restocking fee.

Canon SD 450 - I bought one and it's great. Canon's are really good overall... Check out Newegg, though, they have a lot of good prices for cameras. I think the current price is ~300 in stores, and the last time I checked, they had it for ~250.
The reason I would recommend it over an a-type model from canon is that it's a lot more compact. A whole lot easier to take on a trip with you. Oh, you get a free 1 gig memory card with purchase right now. That's worth ~30+ depending where you would buy it.

The previous answerer has a very good point: active young men and women would likely prefer compact cameras that can be carried anywhere.
However, if price is a concern, the Canon Powershot A620 seems like a good deal at the moment. In terms of size, it lies somewhere between credit-card cute and neck-breaking monster. Though, for someone with large hands, this may be a plus. $230 will get it shipped to you with a 1GB memory card, and a review is linked.
This is a pretty common model (A610/620), and you can very likely preview it a local electronics store without much hassle.

A good camera to give is a digital one. You should look for a 3.5 or higher of pixel. They last a long time and the graduate can start making keepsake of college or events that they are either going to attend or visit in the their grown up years.

To answer this question is entirely up to the person receiving the camera.
Questions you might want to ask are:
1. Are you going to take photography in college?
If so, they will need a 35mm SLR camera which film will be loaded into.
The student will learn the process of film developing.
2. Is this camera used only for amateur picture taking?
3. How advanced in photography is this person you are planning to purchase for?
Once you determine how involved they are in photography, it will be much easier to make a final selection.

i was going to say any of these easy Kodak products but they need to have a computer so they can email and send the pictures. Its no point in having a digital camera if the person does not have a computer to send them on. But any easy to use camera should be okay.

Digital cameras always confused me even though I love my computer but the Kodak Easy Share...my best friend. Kodak is known to produce the most "user-friendly" software in the world. I don't want to spend hours downloading pics and messing with them - Kodak is easy as 1, 2, 3. I saw someone else post the Kodak Easy Share as his/her answer and I agree 100000%!
