Move on with your life. If the moon and stars and sun align right and you two are meant to be, it will happen.
I would suggest reading the book, "He's just not that into you."

If he still loves you then he will come back to you. Give him the time that he needs to fix whatever problem it is that he has, but let him know he isn't taking you along for the ride while "he figures out if he wants to be with you or not". So let him have his time, but let him know you aren't gonna be waiting around forever and if he comes back and you have moved on, it was his fault not yours. So continue living your life! Have fun, you never know maybe the perfect man for you is out there, and he wants to be with you no matter what problems he has in his life.
