Depends a bit on what part of Santa Monica -- but stay off the 405 freeway, and allow about 35-40 minutes. (Try going down Lincoln.) Could be less, but don't count on it.

Rather than taking a cab, why not get a shuttle?
The cab meter will run, jacking up your price. A shuttle is one flat fee, and if you're coming from a hotel, they offer a tourist rate.
Supershuttle is reliable, and its should cost you between $15 if from a hotel, to $30 if from a residence.

If they take Route 1 South, I would say no longer than 30-45 minutes tops with moderate traffic.

Between 30 minutes and three days, depending on the traffic.

stay off the 405 freeway and take back streets (Lincoln Blvd.) - it should only take you 20 minutes but can be closer to 45 if there is traffic.
