Depends on your computer, and it depends on the software installed. Typically, you can look in your network connections and disable the "network connection" that corresponds to the your Bluetooth controller card.

For non techies:

1) Go to Start > Settings > Network Connections
2) Scroll to the right until you can read the "Device Name" column
3) Right click on the item with "...bluetooth..." somewhere in it and select "disable"...

If your item does not support network control... look for an icon in the lower right corner of your screen, next to the time that looks like a blue on white, or white on blue "squiggly." Right click on it and find the option for "disable" or "power down".
