Hi. Try thinking like NASA or military type things. They have a "tube suit" that is covered in basically the same kinda hose used for air lines in aquariums that flows with a mix of water and other stuff thru a reservoir that MAY or MAY NOT have ice or other coolant type chemi's in it. Small pump, small battery, all sorts of funky conectors and stuff, seems like it works.
The full suit can also be worn as like just a jacket, just a vest, just pants, that kind of thing. Betting it's pricey, but also betting it works.

that would seem like a great invention especially of you live somewhere that is scorching like San Antonio but i think it would crate a problem with the maker because what if a malfunction occurs with the jacket while someone is wearing it, then they would be a big lawsuit on the inventor. or what if this jacket creates a global problem just like how fossil fuels affect the ozone layer.

In a way they have. They are cooling vests. They are frequently used by proplr with Multiple Sclerosis. They are vests with pockets in them made to hold special coolers made to cool down the body. You can find various styles on the web by looking up personal cooling devices. Oh yeah, they also make neck cooler and other such things that could be considered personal air-conditioners.

They have...the military has been working on the problem and I believe there was a camping equipment company that tried, but failed to sell windbreakers. Check out the link in sources.

Because most inventors, innovators and manufacturers do not live in the third world countries where climate is hot, humid and dry. There is no motivation and necessity for them to create an air-conditioned jacket.

Let's see dude, jackets are to keep WARM not to cool off...so you have to wear heavy HOT gear to try to keep COOL with an inside cooling system? Come on now. Wouldn't work, not to mention it would be cumbersome, & butt ugly. Yes to answer your q, it sounds illogical.

they got it . Nascar drivers have those jackets that keep them cool and plus they got one out in japan. There not air conditioned but the next best thing!

well...maybe because the whole purpose of a jacket is to protect from the cold...air-conditioning helps u "get" cold when ur hot...
and maybe women are answering this because...
a) it's about clothes, or...
b) we like to answer guys' dumb questions to prove how much smarter we are =) lol

Nascar drivers use a jacket that cools their body while they drive races. I am not sure what they are either air or water cooled.
