i have 2 dogs and 1s bottom is normal and the other 1s bottom seems to have a flap over it when he lifts his tail up the flap comes up when he puts his tail down the flap comes down as well. is this normal why are they different?

no he is not fat, the dogs are different sex, he has alway had it

Is the dog fat? Some dogs have fat rolls on their bottoms.

Sounds like a perfect dog to me. You can superglue his flap if you don't want him to crap all over the place.

I expect his anus is normal - if you've seen as many girls' arses as me you will realise there is a range of normality in any species and if it doesn't affect him then he's still normal.

vets tomorrow it could be a problem like a cist or skin fold that traps germs causing infection!

i had a dog like that. there was nothing wrong with him, its just the way some are.

it could be an obese dog, check with the vet!
