Yes - a thief can charge several purchases and, without quick action by the victim, this debt can affect his/her credit record.
No - a credit card alone is not sufficient ID to apply for additional debt with other banks/creditors.
If the victim calls the credit card company immediately, he/she will not be liable for any fraudulent charges (except for $50, I think), and he/she won't have to worry about their credit record.

depending on the craftiness of the thief, they might be able to get your SSN but is very difficult. most likely running up a bill is the only thing they can do.
