Yes you do need a licence to sell alcohol. You get that from the magistrates court. You cannot learn over the Internet. The best way is to get a job working in a pub and get some experience.
After you think you have enough experience approach a brewery which has its own pubs ie Wadworths in Devizes Wiltshire. They train you to run a pub and then help you to get started in one of their own pubs. It is a tied house - that is it sells Wadworth beers and products with occasional guest ales.

Magistrates no longer issue licences, you first have to take a training course with the institute of inn keepers. You have to apply to a local licensing authority, the licensing act 2003 moved the jurisdiction from the magistrate court to the local authority.
Contact your local authority, which could be county council, district, london borough etc. As far as i am aware these are quite heavily booked course, and so need to applied for well in advance.

Yes you need a license. They have changed the licensing laws and they don't do Bii certificates any more. You need to go on a Personal License course which is a 2 day course and costs around £1,500. then once you pass the multiple choice tests at the end you get a certificate and you then pay £40 and apply to you local council to be a licensee.

yeah you need a licence to sell alcohol no you can't learn over the Internet you would have to have hands on experience to work in a pub/bar then work your way up to be come supervisor then assistant manager then manager

Not sure where you are from, but yes a license is required and background checks are done. All states are different if from US
