Because, unfortanately anything on the planet can pop out a child. But they require pet owners to be responsible. There really should be breeding laws for humans. You should have to pass a test and have at least a certain IQ to have a child. Everyone else should have their tubes tied! Too many kids nowaday have no fathers, or no mothers. Or two mothers, or two fathers.

Very interesting analogy. However, I don't think we want the government deciding who can have a child. Think about the Nazi's and the Chinese communists in that context. As sad as it is that many 'incompetent' people have children, there may be a much greater threat to all of society if we allow politicians to intervene in the 'family process'.

Think about the purpose of a license--to track down a lost owner or verify the animal's vaccinations. People usually can be asked questions verbally and don't like to wear collars and tags--teenagers excepted.

I need to go buy a dog licence for my dog, but the thought of it ticks me off so much that I havent done it yet. Cat owners..no license...horse owners..no license.. why do dogs need penalized? My dog is not costing the public at large ANYTHING! I pay taxes on my car to keep the roads in good shape, I pay income tax to support social security and our government, I pay sales tax, land tax... why the hell do I have to pay for a license for my freaking pet??? (thanks for allowing me to vent..truly appreciate it)

It is strange in a way. We even have to pass tests to be licensed to operate a car, but no requirements for raising children.
Can you imagine?
"I flunked my parenting test 3 times, so I am being sterilized"

Thats a great question. If people had to go through what I went through just to adopt my cat before they had a child the world may be a much better place.... :)

The government tries to smuggle bombs onto planes to see how good the security is (but they don't set them off). 40% of get through.
The government of the United States is awful.

well it's complicated--- dogs are more valuble then humans, there's less of them and they're harder to come by- with kids you just kinda knock a girl up and bam! there it is, crying in your arms-- it's a wonderful life!!!
