Seriously, all humans start out as female in the womb. By the time men are created through the addition of the y chromosome, they already have formed nipples.

The short answer is, all fetuses are female in the begining; later in development, some become male.

because when babies are first concieved they are all female until the male genes take shape but the nipples remain
