The likelihood is that it is Trinidad and Tobago because they have an annual Carnival in which Steel Bands play a major part.
Dates of the Carnival
2007 19th & 20th February
2008 4th & 5th February
2009 23rd & 24th February
2010 15th & 16th February

Without a doubt Trinidad and Tobago. Next years carnival is 19th & 20th February, and just before this there is the Panorama steel pan competition which is amazing. Trinidad all stars and Phase 2 are my favorites. Also in Tobago you have Sunday school in Bucco every Sunday with steel bands from around 8pm - 11pm, and then a dj after that playing all the latest Reggae, Dancehall & Soca. If you want to go and need somewhere to stay - check out my website www.tobagoretreats.com

I have to agree that Trinidad and Tobago have some of the best steel bands in the Caribbean.
