Would it be safe to do it? I'm talking about right up against the house. I'm watching my neighbor doing it right now.. My wife is over there talking to his wife about it and seeing why he is doing it. His house is wooden i think. Couldn't the wall fall back and cause havoc with his house?? Are there laws against that? I looked but couldn't find any..Not being nosy just trying to make sure noone gets hurt.

he's building it like a second skin to the outside wall on the front part of his house..we live in Fl..if that 'helps'..

Well, it depends on how the concrete wall is constructed. Is it embedded deeply in the ground? Did they have a professional design it? To tell you the truth, the wall will probably stand much longer than the house.
As to whether it is legal, that is a matter of certification. Usually to build anything the magnitude of a 10 foot high concrete wall, you need to get a permit from the city you live in, and get approval from the homeowner's association if you belong to one. You usually must present design documents, including evidence that what you're building is stable and conforms to any aesthetic standards the city might have.

I'm a contractor
first the homeowner will probably need to pull a permit from the local city building and permits dpt.
If he's doing it himself he very likely doesn't know what he's doing and is bound to make some mistakes.
Building concrete retaining walls is especially difficult and will fail if done incorrectly.
Just remember he's your neighbor so whatever you do try to be diplomatic about it.

There should be a law in effect with you city. Here in california you can not build a wall closer than 7 ft to your property. Check with City hall. You can call them, you will have to give them the address in order for them to find out exactly.

I am not sure if there is a law.. You should check with your city hall. Most projects like your wall project requires permits from the city before starting construction. Good Luckero!

Don't go around prying into other people's business! Don't tell me you are THAT worried for his safety! This is the kind of behavior that creates neighbor hostility. It's not illegal- he might have trouble selling the place if he constructs something without a permit, but that's his problem isn't it? Seems to me you've got waayyy too much time on your hands.

Is it in your property...and i know, since i design house, there is a building set back line, where you can not build anything a certin amount of feet from the property line...go check it out

Maybe he has poor insulation and it is meant to be an outside wall for the house.

Call the (Housing) Code enforcement office in your town or city hall. There may be restrictions. On the other hand, it's his house. If it doesn't affect yours, why do you care?

if it blocks the sun or the "air" from the close neibours then it's illegal,and if it crosses the line defined by the city to prohib building outside it,it's also illegal.
