i dont think there are any toys in the market made for little blind cats, but if i were you, id be creative. for example, thinking of a toy that would need to be moved by itself or by something in order to have the cat listen and play, so i would design a somewhat shirt or simple a comfortable cloth that would go around the cat's belly, that could be easily snapped on or off. from that cloth there would be string or cord attached with the noisy ball on the other end, so that as the cat moves, so does the ball making noise.
i mean you can simply tie the cord directly to the cat, but im 99% sure the cat wouldnt like it since it would be pretty uncomfortable and plus the cat woudl rather get annoyed trying to get it off than playing with it.

There is a really cool cat toy that is like a flat circle that lies on the floor. A ball is trapped inside one of the rings/circles. And they can push it round and round and it makes noise going, and they can't lose it because it is contained. Also maybe a toy that has a squeaker or bell and is larger, like a stuffed toy? My cats like to roll around with these, holding them with their feet and shaking them so they make the sound.

Yes, don't forget smelly things too - cats adore catnip! Also he needs YOU to play with him more than most cats would.
Think Labrador! (OK ... having a cat, you already know about the pet-owner relationship that cats perceive)

The ones with catnip in them. Some balls that jingle have catnip in them search the web. Ask a vet. If it has catnip in them he does not need to see the toys.

Fill a sock with catnip so your cat will play and chew it up. Cats like the smell of catnip. They do, they really do! LOL

there are some toys that can be filled with cat-nip keeping the nip fresh will help the little guy find it easier.

my cat is blind too ! she likes to play with crumpled up paper cuz she can bat it around and then chase after it ...their sences take over and they can find it cuz it has their scent on it , also she has this ball but its rubber and its not like a bouncy ball , it has little edges on it she carries it around with her . good luck
