It depends on whether or not you are Catholic. By tradition, cardinals are elected but it is not in any dogma or canons of the Church that this is a requirement. If you can persuade the Cardinals to elect you, you can become Pope. For all you hateful people out there that have answered this question with hateful and bigoted speech I feel sorry for you that you find it necessary to pour forth your venimous speech to try and make yourself look like a tough, bigshot. Look in a mirror and see what you really look like.

Who wants to be pope anyway that's not the way to make money anymore. Now pretending you had an affair with the pope and selling it to the papers now that will make you rich.
