Yeah he might be hungry, I think he is a stray. But there is a lot of stray dogs around here.

Maybe he's hungry or thirsty. Maybe his leash is caught on something. Maybe he wants to go back in the house. Maybe he's tired of being alone outside.
Blame his owners, don't blame the dog. They're the ones that are supposed to be at the top of the food chain.
And BTW, it's spelled "experience".
