Scrubbing the wall w/ one of the specialty products to defumigate the area is a good start. But no need to spray repellent which can mix with what is allready up there and make it smell even worse. (happened to me once) just put a small bowl of your cat's dry food in front of it. Cats don't spray where they eat! It doesn't have to be there primary bowl either. As to why he is doing it, there are many reasons, from territory to boredom. If the cat is not fixed, it will help, but not all cats stop spraying afterwards. If you keep your cat busy it would keep boredom away also. But you know your cat, and should be able to figure out why. Once you do the battle is half over, just fix the main problem.

Get rid of the walls in your basement. I know this seems a little drastic, but some things you got to do.

I love your use of "whizzing", it is a very intellectual word and should be used accordingly. Kudos to you!!!!!!!

Again the nuetering is important, but I found that vinegar water (50%50% with water) worked well to deter the cat, I just sprayed it where the cat was going, and they stopped(Check a small area to make sure it doesnt turn the wall colors, before you spray all over!) Luck!

Is your cat neutered? If not then get it done! Scrub the area he/she likes to spray with one of those enzyme solutions made to kill pet odors. Then spray the area with a repellent, or I've used lemon juice (cats don't like the smell of lemon) You might also check out if your cat is stressed out over their territory - new cat or baby or remodeling in the house? A tom cruising the area outside and yowling? (xcuse the pun) or maybe cat is bored? Check out a cat site for some homemade boredom killers. Good luck!

you might want to neuter him, they do that to mark there territory
and if he is neutered then it may be because you moved or got a new animal or had a baby? if so the only way to stop him from doing so is showing him lots of attention, and putting him outside there is a spray you can get form the vet but its a lot of money for a small bottle but may be worth it also there is a chemical called urinoff that you can clean the area with it works really well good luck!

Try put a litter box down there.
Or keep the basement door closed.

There's this stuff called Feliway (or something like that) that's supposed to calm them down and keep them from spraying everywhere. We have it and it seems to work. It also comes in a plug in that looks kinda like an air freshener.
