These already exist. It is called a "Michigan Turn". Many streets have these type of "u-turn" lights because they are safer than allowing a left turn and can be placed at non-intersection locations. They aren't common, but they have been used.

No! If you were in the left lane, and had to wait to make a U turn because the person in front of you was waiting for the light to change so that he could turn left, how long would it be before you decided that it wasn't such a good idea?
