That's easy. You're one of those genetically gifted people that was born lucky enough to be able to eat whatever you want and not gain weight, right? But then again, if you were, I don't suppose you'd be posing this question, would you?
If you want to change the way you look you have to change the way you live. It's that simple. You have to decide what you really want more; your current unhealthy lifestyle that has lead to the body you have now, or the firm and fit bod you want.
Now I'm not saying you have to give up everything you like. You can still watch TV. Just make sure you make time to work out too. You can even do some exercises while you watch TV, such as sit-ups, push-ups, running on a treadmill, etc.
You also don't have to give up chocolate for the rest of your life. You do have to limit it, though. I limit myself to one cheat meal a week. In it I eat anything I want.
A last note, smoking doesn't really prevent you from losing weight, but it's just downright unhealthy. There are 1000 other reasons to quit smoking, though, including cellulite. I knew that last one would get your attention.

Well, your body responds to what happens to it. You don't exercise, so your body doesn't have much muscle. As you get older, your body uses less energy, and you still eat the same (or even more). So somethings gotta give, and that's the belly.
A few hours jogging is nice, but 30 minutes, 4-5 days a week will start burning some fat and add muscle to burn calories 24-7. And keeping a food diary will help you figure out if what you are putting in your tummy is showing up as extra tummy.

smoke more! that way, you'll get very skinny, and then, you'll die about 15 years too early, so you won't even care about a flat tummy. Neat solution, eh? You don't have to give anything up, and in fact, you even get to do more of the stuff you like.

take a knife and cut off excess fat!
OR
eat only chocolates and smoke for a week. make sure you dont consume more then 1500 cals of chocolate a day
if you live thru the week - you will have lost at least 2 lbs

you can't spot reduce fat. If you could all people who chew gum would have lean jawlines. There has been no research, ever, proving spot reduction (i.e. just losing on your stomach).
THE ONLY WAY TO LOSE FAT IS TO EAT LESS CALORIES THAN YOU BURN. PERIOD.
This can be done through diet, exercise, or a combination of the two.
