We use Coppermine because it works well with our WordPress blog. It allows you to organize into different albums, allows other viewers to vote and comment on their favorites, allows users to make a "favorite" list, and allows you to see which photos have been viewed the most. It also has quite a bit of storage, we have over 1500 pictures in our albums. I'm almost positive it is free, but if its not, its very low cost. I don't know about setting it up, as my husband did that, but once it is set up, it is very easy to upload photos. Hope this helps!

Use Flickr! I have Flickr pro so i have unlimited storage. Also what is terrific is the upload speed compared to other photo sharing website that i tried. You just have to click on the flickr icone on your desktop (for example) select 1 or several pictures you want and click upload and you'll get your pictures on the web very quickly. Then you can arrange them by folder, ask people to vote for their favorite, see how many people looked at your pictures, share comments on pics, have people determined which pics are the best...
Highly recommended! You can even submit tags that will be used to find your pics on Yahoo image search or google search for ex.

I really like Ringo. It is free and you can put tags on your pictures, make different albums. Plus you can do like 30 pictures at a time and see them as they are uploaded. And there is no limit to how many pictures that you put in an album or how many albums you can have. Also you can use your own address book to email friends and they keep track of your friends/contacts and show you if they have any new pics. I believe that it is http://www.ringo.com

You can use Yahoo 360. If you post a pic in your blog and add a poll to it then the people who go on your 360 can vote. If you use that along with Yahoo Answers you are sure to get many hits to your site.

It depends... what are you trying to do... share art photos? or are you trying to share snap shots for family and friends.
if you're looking to share art and get some feedback you could try getting set up at www.deviantart.com (it claims to be the world's largest art community). There are a few more sites like that... i dont think www.photo.net has been mentioned yet. You could also try www.artworld.si
