I agree with that, sometimes it takes the most strength and discipline to stay silent and usually that is the most intelligent thing to do to. Unless it is a case where a distructive situation NEEDS to be changed, and then it's the strong ones who can make the noise to change it.

In most situations, yes. It obviously takes more discipline to keep your mouth shut when you'd rather put some myopic, insular, ignoramous in their place.
On a more serious note however, true strength is something that comes from within. It's something that allows us to be peaceful when surrounded by unnecessary war, and aggressive for the right cause; actions speak louder than words, so why would true strength be founded on blubber seeping through our mouths?

I agree that sometimes it takes true strength to be silent, but sometimes true strength demands speaking "truth to power." That's the hardest thing to do.
