I have known this man for over a year, but is afraid to ask me out, but he comes over to my house and sits across the car, watching the house and waiting for me to come out. We are friends, the problem is i'm divorced and still live in the same house with the ex.

If he has enough patience to wait for you, why not go to him? He probably doesn't feel comfortable with your ex around. If you made the first move to reassure him that you have feelings for him like he has for you it might bring him out of his shell.
