If I dont reside in a state that offers the lotto game Powerball, can I purchase tickets someway (online or from a third party) and play to win? I was wondering if there are restrictions. What are the states that offer Powerball?

my parents live in Nevada and they drive to California to buy tickets and then look online to see if they have won. So im sure you can play you dont have to be in the same state.

Yes. You can cross state lines and play in person or through a third party, but I can't speak intelligently on whether or not online gaming is legal from state to state.
