Did he ground the club, if not no penalty

Jim is allowed three practice swings as long as he doesn't ground his club, at all. I found the following at pgatour.com

Question: We have a disagreement about grounding the club in a hazard.

The ball comes to lie in a red staked hazard but there is a decent lie to hit out of. We know that "grounding the club" means taking a practice swing and hitting the ground or even leaning on the club. But can you take a practice sing and "swish" the grass -- but not improve your lie by breaking the grass down?

Answer: There is no prohibition in the Rules against touching with your club or otherwise any grass, bush, tree or other growing thing while your ball lies in a hazard as long as nothing is done which improves the lie of the ball, the area of the intended stance or swing or line of play. In fact, this is specifically permitted in the Note under Rule 13-4. By the way, a club is considered grounded in grass when the grass is compressed to the point where it will support the weight of the club

He is not assessed a penalty unless his club touches the hazard surface. Once he touches the club to the surface he has to complete the shot or the penalty is earned. If he strikes the surface with each practice swing he is assessed a 1 stroke penalty for each swing.

None if your in a waste bunker, because you can ground your club and touch the sand, like you were in the rough. However if your in a normal bunker you can't ground the club, but you can take practice swings as long as you don't touch the sand.

Depends if he made contact with anything (ground, grass, weeds, etc.), if not no penalty, if does touch 3 strokes.
