because we have microorganisms that live on and in our body that keep us healthy. It is called natural flora and if the sanitizer killed it, then our bodies would be an open door to infection and other microorganisms!

cause if you get sick after using it, they don't want you to sue because they said 100%. 99.9 gives them room for error. plus all germs probably aren't known, so maybe it doesn't kill the ones they don't know about.

Some germs aquired a genetic immunity through genetic diversity. Also the germs that don;t die reprduce and all of those germs will also not be affected. and thats the truth.!!!!!!!
