The Microsoft Paint program
(START / PROGRAMS / ACCESSORIES / PAINT)
allows you to “Stretch/Skew” a photo by percentage, thus you can downsize to a smaller percentage (say 50%) for both the vertical and horizontal (so you keep the normal ratio of V/H) and the resulting file that you rename and save will be smaller (one fourth the number of bytes for the example reduction by 50% in each dimension).

So, how do you resize your photo?
If you're a Windows user, you'll want to download a free program called IrfanView. Go to this link to download the latest version.
When you've finished installing IrfanView, go to this tutorial. It will take you step-by-step through how to make your image smaller.
Make sure that you don't alter your original photo. Always make a copy and create the new version of your image from that.
Macintosh users already have what they need.
If you use the Panther operating system, use iPhoto. Simply select the photo you want to send, click on the Email icon at the bottom of the window, and choose your photo size. When you click the "Compose" button, a new email window will open with the smaller copy of your image already inserted.
If you use the Tiger operating system, this feature is built directly into the Mail program that comes bundled with it.

Are you talking about send them by email?
I'm thinking in 3 options:
1) You could slit the image files into smaller segments using Axe or Winrar.
2) you could use some special applications to "redim" the files or lower their resolution. XnView is a good option for this as is free.
3) Use a mail service with a bigger attachment capacity.

if the formats of your pictures are .bmp,
you can save them under .jpg format,
this reduce their quality of course.
