This may sound a little bizarre, but the best steak I've had in town was at McCormick and Schmidt's Seafood Restaurant on F Street NW down by the Verizon Center (formerly MCI Center).
The New York Strip is out of this world. Ruth Chris is also good, but and for a good fillet Mignon try the Cheesecake factory on Wisconsin Ave across from Mazza Gallerie. It's oh so tender.

I would definantly say Ruth's Chris Steakhouse is the best steakhouse out there

There are 2 in DC its self, one by the convention center and then I'm not sure where the other is, but here are their addresses:

by the convention Center
724 9th Street, NW
Washington, DC 20001-4505

somewhere in DC
1801 Connecticut, N.W.
Washington, DC 20009

and then there's also one in Arlington, VA
2231 Crystal Drive
11th Floor
Arlington, VA 22202

If you're on an expense account:
The Capital Grille: 6th and Pennsylvania NW -- clubby place, lots of dark mahogany woods... aged steaks, great wines.

Also:
The Prime Rib (on K St NW)
and

Sam and Harry's at around 20th and M (near The Palm)

Enjoy!

For a great value and absolutely scrumptious steaks - try Harry's Tap Room in Clarendon. Not nearly as snooty as some of the other's listed here, but the food is delish and the service is great.

Also Clyde's chain in the DC area has great steak. DC is known for great food. Tho, I have to put this comment in - if you want your steak in the form of a hamburger - check out a 5 Guys resturant for the greatest hamburgers - fries and hot dogs in the area - have lived across the US (military wife) and yes, these are the best! :)
