One thing that never fails is a sappy card that tells her how much you care and as much money as you can afford to give her OR a gift card to a place she likes to shop.

Without knowing more about your sister, it would be hard to suggest the "perfect gift."
But if you're short on cash, might I suggest making her "Good Sister Coupons", redeemable for things like "cleaning your room" or "take one chore off your hands" or "one backrub", etc.?

You can make a scrap book with all hers and yours pictures from your childhood days,this could be a life time memory .
Otherwise you can arrange a birthday party as a surprise gift.
Or
You can buy her something like a dress or something.....
