Either your boyfriend has been mean to the cat in which case there is little you can do until he earns the cats trust.
or your boyfriend spends time with other animals and your cat which i assume is a male is marking territory
solutions are difficult as cats are very independent, although not placing anything where it might be peed on is an idea.
or the cat is simply jealous and likes to pee in your boyfriends shoes

I've had a simialar problem, so I would suggest that your bf be really nice to your cat, as the cat likely sees him as a threat. I realize it's hard to be nice with pee-d on clothes, but how else can the cat voice his concern? Try to keep your bf's stuff in places that the cat can't get to (clothes in a drawer, shoes in the closet, etc.). If you catch the cat in the act, try spraying it with water (a water bottle with a few drops of lemon juice works wonders). Good luck!

Good luck. You did not say, but I would bet your cat is a male and probably unneutered. Usually this is a territorial and dominance issue. In time, the cat may stop. Behavior modification exercises may help. Take the time for your boyfriend and cat to bond. The cat may see your boyfriend as competition for your attention.

There is a spray called Feliway, which works pretty well. It acts as a deterrent so the cat will not want to urinate there anymore. Make sure you are cleaning out the litterbox regularly. Also, ask your vet and make sure your cat doesn't have a urinary tract infection.

Get some woolite carpet spray for animal stains and spray it on his belongings. It has chemicals in it to discourage pets from resoiling a certain area. Good Luck

Mabey you need your catto be fixed,my male act used to do that,and after they get fixed they'll stop,goodluck or mabey your cat is jealous of your boyfriend,spend more time with him

let your cat get to know him. let youre cat have one of his things to smell once you do this for a few weeks/days he will stop:-)
