Sometimes you have to make the move because guys are very naive and unsure of themselves these days. Make the move but do so in a slow manner.

Well you really dont know if you like him or not, but you should go up and talk so you can get to know him a little more better and see what kind of things he likes and if you have the same likes or dislikes. Then, go from there.

well flirt with him, ask him what he does other days when not in church. talk about your life other than church ask to meet up as friends

well to me it really doesnt matter who asks who first, playing games it's not a good idea but if you really like him from bottom of your heart i say you go and ask him out...good luck on your decision :)
