why not? is she the type of girl that would avoid you if you tell her how you feel and she doesn't feel the same? what are your expectations by asking her out? are you ready for her answers.
test the water first especially if you value your friendship. sometimes, it back fires and you both end up feeling awkward. ask her questions and get hints if it's possible that she feels comfortable enough with you to drive this relationship/friendship forward.

Hey man,
If you really like and have feelings for her ask her out. Just before you do make sure that you know what you are getting yourself into. Going out is really expensive but don't let that scare you away.
