Sadly, people seem to look for people that are perceived to be weaker than themselves so that they will feel stronger. It's the classic "pecking order" behavior. He may be compensating for some of his own insecurities or problems if he feels the need to "peck" on another kid.
Whatever the reason, it seems like this sort of behavior should be handled forcefully by the kid's parents or guardians. There's no excuse for picking on anyone, handicapped or not. Parents need to teach their kids that this sort of behavior isn't acceptable.

It's the same thing as a bully picking on kids smaller or younger than him...Power. They feel like they have to prove that they are superior to everyone else, and since a person in a wheelchair has less chance of standing up for themselves, they make a good target. The truth is that they are probably scared of this person. They are in a wheelchair, so they get attention. They are handicapped, so they are always given "special treatment"...The only way to get more attention is to show that your more powerful than they are, and although sometimes the attention isn't always the good kind, they end up getting talked about more for being the bully.

A lot of bullies have low self esteem. They pick on other people to make themselves feel better.
For example, the bully might pick on a handicapped kid, saying "Loser! You're so weak and pathetic in a wheelchair", because this will make himself feel strong and not pathetic in comparison.
Ironically, this is the most pathetic behavior of all.

Because in some weird way, it makes them feel superior to pick on the handicapped child. I really wish people (not just kids) would realize that handicapped people have feelings just like everyone else. It's just plain mean.

Unfortunately it has nothing to do with the disabled child. It is merely a difference between the disabled child and the other children. Due to peer pressure, regardless of the child picking on another, they feel a need to minimize others no matter what the cost is. In no way is it excusable, I'm just pointing out the reasoning.

It makes me so frustrated when people do that. Most of the time, I guess... it's just that they're not comfortable with themselves, and picking on others makes them feel better.
For me though, It's just the opposite, it would make me feel worse if I picked on someone, ANYONE, not just a handicapped.

Well I feel that children who behave in this way obviously have a lack of home training. I blame the parents for that type of behavior. I have three children of my own and they would NEVER behave in such a way. I have observed my children in situations like that and they show sympathy, and caring; and that's only because the very first time one of my children reacted in a negative way to another child (teasing), I put a stop to it right then and there, and I didn't just say "stop that's not nice", but I sat all of them down for a least an hour and explained to them WHY is was wrong and that that behavior is absolutely unacceptable. Children are direct reflections of their parents. And it is our jobs to TEACH them, not just tell them; but teach them to be decent, caring human beings. To do unto others..... Don't blame the children, blame the parents. Peace and Blessings...

Fear and ignorance, we all fear something or someone who is different, educate the ignorant little b* er person that just because someone is in a wheelchair does not make them a lower form of life, stupid, or incapable of feelings. If this does not work I find a rolled up newspaper or baseball bat works wonders.

the biggest reason i feel a kid would pick on another handicaped kid is a lack of understanding for what is wrong with the other child. they do not know there-for they fear it there-for they ridicule it.

Because kids are mean. They are not taught proper manners or how to act in public. Usually the ones who pick on others have parents who are bullies as well.
