click on Start > Run.
Type %systemroot%/system32

Look for mspaint.exe. Rightclick on it and select Create Shortcut. Copy the shortcut on the desktop.

You can directly run MSPaint from:
Start > Run, type mspaint and click OK.

If paint is not installed go to

Control panel - Add/Remove programs - Add/Remove windows components - Highlight Accessories and Utilities - click the details button - Highlight accessories - Click details - look for paint and check the box.

Follow the wizard from there.
