School is one of the places to learn proper social behavior. Proper Phone use obviously needs to be taught. Adults have cell phones ringing all the time in theaters, business meetings, etc... So why not teach acceptable phone use in school. If it rings during class it is taken away. In the halls on break it is fine to use. Teach the kids in school so the next generation won't have them ringing in the white house press conferences.
As for the cheating with phones... Kids find ways to cheat... Teachers must keep up with what is out there and make adjustments. Teachers need to watch students while tests are being taken for all forms of cheating not just cell phones.
All tests should be given with book bags at the back of the room, empty desks and the teacher hands out pencils and paper to be used.

if you want cell phones allowed in school you will need to provide a good argument - why are they necessary? what purpose would cell phones serve in the educational setting? why should we use cell phones as opposed to "land lines" in the cases you are using to argue their need? how would you be able to ensure that cell phones are not used inapproporiately in the school (ie. texting, cheating, chatting, distraction)? and why are they necessary NOW when for decades students and faculty have gotten along fine without them?
those are the questions i would want answered if someone was going to try to convince me.
