Actually, it depends on the state. For example, in VA you have to present your driver's license within 24 hours to the police if you get pulled over. If you don't want the hassle, just keep your license on you when you drive.

I know in OH that if you don't have your driver's license with you when you are stopped, you have 24 hours to show up with it at the police station that runs the area you were stopped in.

I don't know, but i assume so. I know people who have been taken in for not having it with them after they got stopped by police, even though the cops' system check showed it was valid.

There is a motor vehicle statute that says that you must be in possession of a valid operators permit when you operate a motor vehicle. This is as much for your protection as it is for others.
