Hi, I am French (not that this is important)... France is on vacation most of July and August, so even if that's the warmest season of the year, I wouldn't want to go then. Everyone is on the roads and everyone is a tourist. I went with my husband in May 2 years ago, and it was great. It was just warm and cool enough so that we could walk the streets of Paris. September is also a good time... the fall is great over there too.

The best time is right about now. The weather has just warmed up... last week it was cold, but this week it's great. In general, June is when it's beginning to warm up, then in July and August it's hot (but even then it's possible you'll need a sweater at night). Last year October was magnificent, so you never can be absolutely sure. I've been here 3 years, and from November to March each year, it's been pretty cold.
And yes, do brush up on your French. For some basic phrases, check out this page: http://answers.yahoo.com/question/index;_ylt=AmgYBhSs4Um5eYOsEZb_oDXsy6IX?qid=1006052523800

I would suggest definitely JUNE. All the sales are on, the giant music festival (http://fetedelamusique.culture.fr/index_flash.php), the French Open championships, great weather, etc.
The BBC says:
With similar weather to London, the best time to visit France's capital is from late spring to early autumn. The city is less busy during the month of August when the residents head out of town.

Spring or fall.
Spring (April - May, but NOT Easter week) because the trees and flowers of the city will be in bloom and because you will beat the crowds and the heat of summer.
Fall (late Sept. - early Oct) because the off-season deals will be good, the crowds dispersed and the cooler weather will make enjoying a cafe au lait at a sidewalk cafe that much more pleasant.

We went in January and loved it! It is cold but there are no tourists and consequently no lines. We got a great deal too. I would highly recommend going to Europe the last 2 weeks of January for some of the cheapest rates of the whole year.

I would say from May on when the weather starts to be warmer till September.
average high temperatures in those months vary from 18 °C (64 °F) in May to 24 °C (75°F) in August. For September it is 20 °C(69 F))

The spring (April-June) is a great time to go. You'll avoid the major tourist season (July-September).
And yes, make sure you know at least some basic words/phrases in French!
