Call your local DMV for answers. If you can get a replacement. You may need to show proof of ownership such as a current registration. You can also apply for a salvage title, like the junkyards do.

I'm not sure where you are at, but here, I would go to the tag office if I needed to get a new title. You would just apply for a lost title and they would send you a new one.
