The problem is definitely not with you. This is my personal opinion, but i think i have talked with guys in this situation before. For one, it could be an habit problem. For some guys masturbation has become an addiction. Its no more about just pleasuring themselves, they find pleasuring themselves more pleasurable than being with a girl.
It could also be that he feels he is not fulfilling his responsibility to you as a man and that holds him back from asking to do it with you which will inevitably make him think of pleasuring himself. It could also be that he is shy and does not know how to ask you.
You can know if it is one of this by letting him know you are ready if he wants spend some time with you. If he still objects, then something might be wrong, or he is no longer interested in the relationship.

It is not you. It's him. It could just be a bad habit of his... he is just looking to have a release or may feel inadequate (to satisfy you). Maybe in his mind he is practicing for you... there could be a lot of things going thru his mind.
Nobody here knows what he is thinking... everyone can only venture an educated guess... You would be better off talking to him (without accusing him or putting him down) and see what he has to say.

Actually it is you. You need to spice things up. You need to make love making more exciting and fresh. Come up with new ideas.
