Try using sources on the internet. There are plenty of websites that are free. I am not sure how old you are, but if you are still in high school, try arranging sessions with your Spanish teacher so you can learn to speak in a more advanced level. If you are out of high school, try taking college courses. You can enroll and take one class at a time. A lot of colleges dont have required prerequisits so you can take a higher level than starting at the first. Also, join some chat groups or Yahoo groups that speak only in spanish. Or like someone else suggested, go work for a fast food restaurant. Just kidding. If you have a Chipotle ( which by the way is owned by McDonald's) near you, you could apply and work part time. Everyone there is either of Spanish decent or speaks Spanish.

Borrow CD's on how to speak Spanish from your library and listen to them all the time.

The absolute best would be to take a job teaching English in a Spanish speaking country. You would be paid to learn Spanish.
Craigslist sometimes posts organizations with such a program.

Move somewhere that Spanish is the majority language. Another country, or a Spanish-speaking neighborhood. You'll have to learn just to get by.

Find youserlf a boyfriend that does not speak English at all. That way you'll be forced to speak every time you spend time together which would probably be very often; best of all it's 100% free. I am not kidding that's how I learned english in 4 months.

The best way is to practice with Spanish speaking people. I bought cd's and dvd's and they didn't work half as well as practicing with co workers.

Do what i did. Go to the library and get some audio tapes of spanish. Most libraries ought to have begginers and advanced ones, and you can pick the one that sounds right to you
