It sounds to me like your university is interested in changing with the times. The "Vision" part focuses on how it's necessary to give students the skills that will help them compete in and work well with an increasingly international business world. The "Mission" part is about making sure students learn the right things at the right time. Your university says its mission is to keep a close eye on business and cultural trends and to provide an education that makes sense in light of these. I hope this helps.

"Vision" and "Mission" statements are soooooo 60's, dude.

They started as the result of some college professors business education class and are simply time-wasters in the real world.

Kind of like reading the first line of someones resume. All they want is a job offer, but they'll make up some glorified reason for their existance in order to wipe counters in a fast-food restaurant.

These vision and mission statements are simply a lot of fluff and not to be taken seriously. I'm sure Enron had a couple of em' too.

Vision: To give fair access to people for education, so they can know and do whatever the world views as "needed".

Mission: To give unbiased access to education through up-to-date class subjects and assistance.

A model institution compared to WHAT or WHO?
Relevant to what?
Who decides what the NEEDS are?

Nowhere does it mention what it will cost you...... ?
