It depends on if you both agree to commit to this relationship. If you both agree that this relationship is mono to mono, then yes it is. If you both agreed that you could see other people (friends with benefits) then no one has crossed the cheating line.

yes, in my opinion ,, cheating is giving another guy any of the attention that you are supposed to be giving your man. whether it be kissing, flirting, sex, feelings...etc.
