If the mother of the groom would like to give a toast, by all means let her. It will mean alot to both the bride and the groom.

If you wants to give a toast, she should. We had lots of toasts at my wedding, including the mother of the groom. I emptied my champagne glass with all the toasts.

If she wants to, absolutely. I don't know where the idea that only the best man is allowed to give toasts comes from. I'm sure the couple would be very touched that you want to honor them with a loving toast.

If that is the only parent left, I don't see why not. Unless there is a close uncle or grandfather or someone who was like a father to the groom.

Usually the best man and sometimes the maid of honor gives a toast.

If you're having trouble maybe ask the best man, if you don't have one then ask the grooms mother. It would probably mean alot to her, or maybe not (Monster-in-law!!!!!!!)
