Who first used the balayage hair highlighting method and how was it discovered?

It originated in France. Hairdressers get bored and I'm sure one day some one said "Hmmmm...What would happen if I painted lightener and different shades of color, free hand, on this client's hair?" Voila! Balayage is born.
