It really depends on the situation. If the woman has sensual feelings for the person tickling her then she may become aroused very quickly. Even if the woman is being tickled (consensually) by a trusted friend, she may become aroused.
On the other hand, if she is being tickle-tortured against her will, she will probably be so mad, scared and hurt that she will not acknowledge any arousal.
It also depends on how and where the woman is being tickled. If she has deathly ticklish feet and the tickler abuses her with hard scratch-tickling, she will not become aroused as easily as if the tickler is being gentle and playful with playful exploitations occasionally.
