i'm 32 he's 21,he stares into my eyes, gets jealous about other guys being around me, has to have my attention whenever we see each other but doesn't speak what is he doing??

I'm 32 (will be in 2 months anyway) and my husband (of 5 1/2 months) is 24. We got together three years ago when he was 21 so from memory of his behavior I'll attempt to answer your question.
I think first off he's young and unsure of not only himself but how to proceed. He's is also probably intimidated by your age. Secretly, he may be hoping that you'll make the first move. That's what it took with my guy. After that it was as easy as shooting fish in a barrel.

He is intimidated and in infatuated. Hard pickle for his mind to scramble. Since you are older and wiser, you may ask him first. Nothing wrong with a girl making the first move in this day and age.
He probably has thought about asking you out but feels that you will reject his butt all the way to 2008.

He's probably too afraid of rejection to ask you out. Are you sending him the right signals? You may have to be pretty obvious before he realizes that you want to go out. If all else fails, ask him out.

AT 32, YOU SHOULD KNOW THE DEAL. REGARDLESS, OF THE AGE DIFFERENCE. HIS JEALOUSLY WILL ONLY BRING UNNECESSARY DRAMA INTO LIFE (unless you enjoy the erratic attention). KEEP IN MIND OF ALL THE WOMEN WHO HAVE BECOME PSYCHOLOGICALLY/EMOTIONALLY TRAUMATIZED AND DIED DUE TO JEALOUSLY.

sounds like he's interested, but something is holding him back.
if he's not making the move, then you should. unless, you are patient enough to wait, but make sure he knows you are interested through your actions, so he will make the move sooner rather than later.
